South Korean quakes expose holes in disaster preparedness

Preparing for earthquakes has emerged as an urgent task in South Korea as shockingly low levels of compliance with construction guidelines for quake resistance were laid bare in the wake of the recent temblor.

he earthquake proved South Korea is not safe from such disasters and that the government must make every effort to respond, President Park Geun-hye said Tuesday while inspecting damage in the southern city of Gyeongju.

Alarmed lawmakers began reviewing government documents and other sources the following day to determine how much of the nation’s construction was quake-resistant. The findings, more of which were announced each day, raised serious concerns. Just 7% of private-sector buildings were designed to withstand temblors, including only 33% of those explicitly required to be quake-resistant. Just over half of highways and at most 30% of schools were found to be quake-resistant.

Government response to the quakes came under fire as well. A website providing safety guidelines and information on the temblors went down for about three hours Sept. 12. Despite measures such as increasing server space, the site crashed again for several hours Sept. 19 when another magnitude 4.5 quake occurred.

Even Japan, which is used to and prepared for temblors, lost many lives during the Kobe earthquake in 1995 and the Tohoku earthquake and tsunami in 2011. Some South Koreans at the time questioned why many Japanese continued to live in wooden houses less resistant to tremors.

But South Koreans now are showing more interest in Japan’s disaster preparation measures. Leading newspaper Chosun Ilbo reported on the swift response by Japan’s national and local governments to the Kumamoto earthquakes earlier this year.

The sinking of the Sewol ferry in 2014 shed light on shortcomings both in South Korea’s public and private sector, such as lax cargo checks, inadequate training of staff and poorly managed rescue operations. When the Middle East respiratory syndrome broke out in 2015, one of South Korea’s leading hospitals was found unable to contain the disease. The recent temblors have uncovered yet another instance of a lack of safety awareness, which South Korean society has pledged to overcome.
