Born in South Korea in 1968, Lee Hong-chun is an assistant professor at Keio University’s Faculty of Policy Management. Lee served as vice director of the Journalists Association of Korea’s editorial office and earned his Ph.D. in political media from Keio University. He is an expert on political communication and media perceptions of Japan’s and South Korea’s relationship. He is also well-versed in election campaigns that run online and through social networking services.
1968년 한국에서 출생한 이홍천은 현재 게이오대학교 종합정책학부 조교수다. 이 씨는 한국기자협회보 차장을 거쳐 게이오대학에서 정책미디어 박사학위를 받았다. 그는 한일관계에 있어 정치 커뮤니케이션 및 미디어 인식 분야의 전문가다. 또한 온라인과 SNS를 통한 선거운동에도 정통하다.

The Sewol ferry disaster on April 16 that left more than 300 people dead or missing has much in common with another ferry sinking, also in South Korea, that claimed 292 lives in 1993.
300명 이상의 사망자 혹은 실종자를 남긴 4월 16일의 세월호 여객선 참사는 1993년 292명이 희생된 또 하나의 한국 여객선 침몰 사고와 많은 면에서 닮아있다.

Negligence with regard to safety was the central issue in both incidents.
두 경우 모두 핵심 쟁점은 안전에 대한 태만이었다.

For a country as developed as South Korea, these were unimaginable events.
한국처럼 발전한 나라에서 이것들은 상상할 수 없는 사건들이었다.

The shock over the Sewol tragedy is so great that all others pale in comparison.
세월호 참사의 충격이 너무 커서 다른 모든 것들과의 비교가 무색하다.

Many of those who died on the Sewol were second-year high school students on a school trip. The tragedy played out on national television, from the time the ferry found itself in trouble until it disappeared beneath the waves.
세월호에서 사망한 많은 이들은 수학여행 중인 고등학교 2학년 학생들이었다. 이 참사는 여객선이 곤경에 처했음을 인지했을 때부터 바다 밑으로 사라질 때까지 전국 텔레비전에 방송되었다.

Many people in South Korea could not believe that rescue efforts so close to the coastline could prove so futile.
한국의 많은 사람들은 해안에서 그렇게 가까운 곳에서의 구조 작업이 허사로 돌아간 것을 믿을 수 없었다.

Television footage showed the captain and his crew members being the first to abandon ship with no regard to trying to save lives.
텔레비전 동영상은 선장과 선박직 승무원들이 인명구조 시도는 전혀 하지 않은 채 처음으로 여객선을 버리는 것을 보여주었다.

Some of the children who perished sent images over their mobile phones while they waited in their cabins to be rescued, having been told repeatedly to stay where they were.
목숨을 잃은 아이들 중 일부는 있던 자리에 가만히 있으라고 반복적인 지시를 받고 객실에서 구조를 기다리는 동안 핸드폰으로 사진을 보냈다.

Adding to the shock was the revelation that some children learned the vessel was sinking after accessing social networking services and sent final messages to their families.
충격을 가중시키는 것은 일부 아이들은 선박이 침몰 중이라는 것을 SNS에 접속해 알고 그들의 가족에게 마지막 메시지를 보냈다는 것이 드러난 것이다.

Media reports later calculated that the passengers had a 91-minute window to make good their escape.
언론은 그 후 승객들이 탈출에 성공할 수 있었던 91분의 시간이 있었다고 계산하였다.

After the tragedy, it felt as if South Korean society had been sucked into a black hole. The irresponsible actions of the captain and the crew, along with the government’s confused response, clearly cost more lives.
이 참사 후, 한국 사회는 블랙홀에 빠져들어간 것 같이 느껴졌다. 정부의 혼란스러운 대응과 함께 선장과 선원의 무책임한 행동이 분명히 더 많은 생명을 희생시켰다.

One government official had no qualms about posing for a photo with bereaved family members in the backgroud, while a minister in President Park Geun-hye’s Cabinet came under fire for making insensitive remarks toward families that had lost loved ones.
한 공직자는 유가족들을 배경에 두고 사진을 찍기 위해 포즈를 취하는 데 아무런 양심의 가책이 없었고, 한편 박근혜 내각의 한 장관은 사랑하는 이들을 잃어버린 가족들을 향해 지각없는 발언을 해서 비난을 받았다

There were also biased reports in the media that sought only to play up Park’s efforts at consolation. She issued statements that hurt the feelings of the bereaved as well as other citizens in general.
또한 박근혜의 위로를 부각시키려는 언론의 편향된 보도들도 있었다. 박근혜는 일반 시민들 뿐만 아니라 유가족들의 감정을 해치는 성명서들을 발표했다.

Famous musicians canceled concerts. The nation’s mood was grim, and it appeared that South Koreans had lost confidence in themselves.
유명한 음악가들은 콘서트를 취소했다. 나라의 분위기는 암울했으며, 한국인들은 자존감을 상실한 듯 보였다.

The thinking boiled down to this: Surely South Korea was an advanced country with its high level of industrialization and democracy? Yet, the ferry disaster showed that our society is still full of problems, and children paid the price with their lives.
그 생각은 이렇게 요약된다: 과연 한국은 높은 수준의 산업화와 민주화를 이룩한 선진국이었나? 그런데 여객선 참사는 우리 사회가 여전히 문제들로 가득 차 있다는 걸 보여줬고 아이들이 목숨으로 그 대가를 치렀다

That sentiment spilled over into criticism toward Park. Within 24 hours of the tragedy, she visited bereaved family members, and her approval rating rose to 71 percent. But before a month had passed, it was down to 48 percent.
그러한 정서는 박근혜를 향한 비난으로 파급되었다. 그 비극의 24시간 안에 박 대통령이 유가족들을 방문했고 그녀의 지지율은 71% 까지 올랐다. 하지만 한달이 지나기도 전에 지지율은 48% 로 곤두박질 쳤다.

This was mostly due to the inability to prevent the accident and anger over the inept response, even though the Park administration had made citizen safety and safeguarding lives top policy issues.
지지율 하락은, 박근혜 정권이 국민 안전과 생명보호를 최우선 정책 사안으로 두었음에도 불구하고, 사고를 막지 못한 무능과 형편없는 대응에 대한 분노가 주요 원인이다.

AS A PARENT OF THE NATION
국가의 부모로서

The Confucian concept of “gunsabu-ilche” (trinity of the king, teacher and father) that is deeply ingrained in South Korean society also figured in the aftermath of the tragedy. This is because Koreans regard the president as the father or mother of the people.
한국 사회에 뿌리깊게 박혀있는 “군사부일체”라는 유교적 관념 (왕과 스승과 아버지의 삼위일체) 또한 그 참사의 여파로 드러났다. 이것은 한국인들이 대통령을 국민의 아버지나 어머니로 여기기 때문이다.

This symbolism came to the fore when Park went to console families, and one parent screamed, “Isn’t my child also the president’s child?!”
박 대통령이 가족들을 위로하러 갔을 때, 한 학부모가 “제 아이는 대통령의 아이이기도 한 것 아닙니까?”라고 외치는 것은 이러한 상징성이 드러난 표현이었다.

The president ordered a robust response to the accident, but rather than improving the situation, the authorities placed the families under surveillance and viewed memory cards from the mobile phones of dead high school students without parental consent.
The families sought an audience with Park and began calling for a greater accountability for the accident.
대통령은 사고에 단단히 대처하라고 지시했으나, 관계당국자들은 상황을 개선시키기보다 유가족들을 감시하고, 사망한 고등학생들의 핸드폰 메모리카드를 부모동의도 없이 열어 보았다. 가족들은 박대통령과의 면담을 요구했고 사고에 더 많은 책임을 가져줄 것을 요구하기 시작했다.

In its rush to become a modern economic power, South Korea seems to have placed excessive emphasis on speed while ignoring basic rules about safety.
한국은 서둘러 현대 경제대국이 되기 위해, 안전에 대한 기본 원칙들을 무시하고 속도만을 극단적으로 강조해 온 것 같다.

A number of appalling accidents involving public spaces have occurred in recent years: the Seongsu Bridge collapse that killed 32 people in 1994, and the Sampoong Department Store collapse that claimed more than 500 lives in 1995.
최근 여러 해 동안 공공장소에서 수많은 끔찍한 사고들이 발생했다: 1994년 32명이 사망한 성수대교 붕괴와 1995년 500명 이상이 사망한 삼풍백화점 붕괴 사고 등.

On May 2, not long after the Sewol sinking, trains collided in the Seoul subway, injuring 240 people.
세월호 침몰이 있은 지 얼마 되지 않은 5월 2일에, 서울 지하철에서 열차가 충돌했고, 240명이 다쳤다.

I am appalled that the accident resulted from a decision to ignore problems indicated earlier by an inspection and continue to operate the trains.
그 사고가 이전 점검으로 지적된 문제를 무시하고 열차를 계속 운행하기로 결정한 데서 비롯된다는 것에 경악을 금치 않을 수 없다.

Conservative administrations take positions favorable to large companies, push forward with deregulation and focus on economic growth. Even though Park herself spoke loudly in favor of reforms after the accident, resistance from powerful vested interests–companies, politicians and the bureaucracy–runs deep.
보수파 행정부는 대기업에 우호적인 자세를 취하고 규제 완화를 추진하고 경제 성장에 초점을 맞춘다. 박근혜 대통령이 사고 후 개혁을 지지하겠다고 소리 높여 외치고 있으나, 기업들, 정치가들, 그리고 관료집단과 같은 강력한 기득권층의 저항이 만만치 않다.

I am deeply skeptical about how far reforms will take root.
나는 개혁이 얼마만큼 뿌리를 내릴 것인지 매우 회의적이다.
