On June 17th, 2016, the mayor of Seongnam, Jae-myung Lee, was admitted to hospital due to his deteriorating health following a week-and-a-half-long hunger strike held at Gwanghwamun Square.

The hunger strike came to a halt after the main opposition Minjoo Party leader Jong-in Kim expressed support in advancing Lee’s cause.

The eleven-day hunger strike was probably a calculated gesture, or at least a bid for attention, but nevertheless, it was a direct response to the central government’s proposed fiscal reforms – a raft of intrusive measures aimed at correcting a growing budgetary imbalance of local governments by, perhaps counterintuitively, inflicting a heavy blow on cities fiscally robust and healthy.

Shortly after Lee was elected as Seongnam’s new mayor in 2010, he led unprecedented local rejuvenation efforts to return fiscal health to the debt-stricken City. Lee declared a debt moratorium – a first for the country – on repayments of 520 billion won inherited from his predecessor, and instituted a series of aggressive policies: budget cutbacks, anti-corruption efforts, re-priotization of city projects, and more.

As a result, Lee accomplished the herculean task by lifting the near-insolvent City to now one of the most financially stable cities. In addition, last year, Seongnam’s local assembly passed a series of social-welfare bills in order to revamp stalled welfare plans: free postnatal care to new mothers; free uniforms to middle school students; and free vouchers valued at 500,000 won a year to all of its 19 to 24-year-old residents to relieve high rates of youth unemployment, regardless of income or employment status – at which it has spurred considerable controversy.

The Park administration immediately lashed out and strongly criticized the policy as a populist insurgency. And now, there is a growing suspicion over the proposal, that it is partly inspired as a retaliatory effort against Lee.

Here, the proposal, if enacted as early as next year, would allow a significant cut in subsidies to cities like Seongnam, and allocate a significant portion of its local taxes for other second-tier and third-tier cities. If its implications were carried to its consistent end, it would severely underfund Seongnam’s welfare priorities without creating compensating local benefits. Seongnam and other comparable cities alike will suffer and groan under the load, or generate hostility within the affected locality because they are cutting services at precisely the moment of need.

Getting an effective policy requires much more careful attention to the capacities, preferences and interests of local governments, because it is where public policy becomes a reality. But the central government’s hasty steps, almost akin to one-size-fits-all system, demonstrated as yet another reminder of its inability to align these competing interests, and its limited understanding of welfare costs for a rapidly aging population.

It is true that fiscally constrained localities may lack the capacity and administrative tools to pursue their self-defined visions, but unless and until much analysis and effects of the proposal have been discussed and carefully-laid, the central government’s hopes of combating budgetary concerns for local governments fall short of banal optimism.
