S. Korean mayor pushed to hunger strike over new government’s policy
중앙 정부의 새 정책이 한국 시장을 단식으로 몰다

On June 17th, 2016, the mayor of Seongnam, Jae-myung Lee, was admitted to hospital due to his deteriorating health following a week-and-a-half-long hunger strike held at Gwanghwamun Square.
2016년 6월 17일 이재명 성남 시장은 광화문 광장에서 일주일 반에 걸쳐 진행한 단식 농성으로 건강이 악화돼 병원으로 옮겨졌다.

The hunger strike came to a halt after the main opposition Minjoo Party leader Jong-in Kim expressed support in advancing Lee’s cause.
김종인 더불어민주당 대표가 이 시장의 뜻을 추진하는 일에 지지를 표명한 후 이 단식 농성은 중단됐다.

The eleven-day hunger strike was probably a calculated gesture, or at least a bid for attention, but nevertheless, it was a direct response to the central government’s proposed fiscal reforms – a raft of intrusive measures aimed at correcting a growing budgetary imbalance of local governments by, perhaps counterintuitively, inflicting a heavy blow on cities fiscally robust and healthy.
11일에 걸친 단식 농성은 아마 계산된 제스쳐 혹은 적어도 관심을 모으기 위한 시도였지만 그럼에도 불구하고 이는 중앙 정부의 재정 개혁안, 즉 증가하는 지방 정부들 간의 예산 불균형을 시정할 목적이라고 하지만 어쩌면 그 반대로, 재정적으로 튼튼하고 건강한 도시들에 타격을 입힐 침해적 정책안에 대한 직접적인 대응이었다.

Shortly after Lee was elected as Seongnam’s new mayor in 2010, he led unprecedented local rejuvenation efforts to return fiscal health to the debt-stricken City. Lee declared a debt moratorium – a first for the country – on repayments of 520 billion won inherited from his predecessor, and instituted a series of aggressive policies: budget cutbacks, anti-corruption efforts, re-priotization of city projects, and more.
2010년 성남의 새로운 시장으로 당선되고 얼마 후 이재명 시장은 빚에 시달리는 도시에 재정 건전성을 회복시키려는 유례없는 지역 회생의 노력을 했다. 한국에서는 최초로, 이 시장은 전임자로부터 물려받은 5천2백억 원의 상환에 대한 모라토리움을 선언했고 예산 삭감, 부패 방지 노력, 도시 프로잭트의 순위 재배열 등의 적극적인 정책을 폈다.

As a result, Lee accomplished the herculean task by lifting the near-insolvent City to now one of the most financially stable cities. In addition, last year, Seongnam’s local assembly passed a series of social-welfare bills in order to revamp stalled welfare plans: free postnatal care to new mothers; free uniforms to middle school students; and free vouchers valued at 500,000 won a year to all of its 19 to 24-year-old residents to relieve high rates of youth unemployment, regardless of income or employment status – at which it has spurred considerable controversy.
그 결과 이시장은 거의 지불 불능 상태였던 도시를 지금은 재정적으로 가장 안정적인 도시 중 하나로 격상시키는 초인적인 업무를 성사시켰다. 또한 지난해 성남시 지방의회는 정체된 복지 계획을 개편하기 위한 여러 사회복지 법안, 즉 무상 산후 조리, 중학생 무상 교복, 높은 청년 실업율을 완화하기 위해 소득이나 고용 상태에 상관없이 19-24세의 모든 성남 거주 청년들에게 연간 50만 원 상당의 무료 상품권 지급 등의 법안을 통과시켰으며, 이 청년 배당제는 상당한 논쟁을 불러 일으켰다.

The Park administration immediately lashed out and strongly criticized the policy as a populist insurgency. And now, there is a growing suspicion over the proposal, that it is partly inspired as a retaliatory effort against Lee.
박근혜 정권은 즉시 비난을 퍼부었고 이를 포퓰리즘적 반란이라고 강력하게 비판했다. 그리고 이제 이 개혁안이 이 시장에 대한 복수로 제안되었다는 의혹이 커지고 있다.

Here, the proposal, if enacted as early as next year, would allow a significant cut in subsidies to cities like Seongnam, and allocate a significant portion of its local taxes for other second-tier and third-tier cities. If its implications were carried to its consistent end, it would severely underfund Seongnam’s welfare priorities without creating compensating local benefits. Seongnam and other comparable cities alike will suffer and groan under the load, or generate hostility within the affected locality because they are cutting services at precisely the moment of need.
이제 그 개혁안이 빠르면 내년 중 입법이 된다면, 성남과 같은 도시들에 주어지는 보조금이 크게 삭감될 것이고 지방세 중 많은 부분이 다른 제 2혹은 제3의 도시들에 분배될 것이다. 만약 그 개혁안이 그대로 수행된다면, 그것은 성남시에 대한 마땅한 보상도 해주지 않은 채 성남 복지 정책의 재정을 크게 부족하게 만들 것이다. 성남과 다른 비슷한 도시들은 고통받을 것이고 재정 부담으로 신음할 것이며, 또한 꼭 필요한 때에 복지 혜택이 삭감된 지역 내에서는 적대감도 형성될 것이다.

Getting an effective policy requires much more careful attention to the capacities, preferences and interests of local governments, because it is where public policy becomes a reality. But the central government’s hasty steps, almost akin to one-size-fits-all system, demonstrated as yet another reminder of its inability to align these competing interests, and its limited understanding of welfare costs for a rapidly aging population.
효과적인 정책을 세우는 것은 지방 정부의 능력, 선호 사항, 그리고 이익에 훨씬 더 신중한 주의를 기울여야 하며 이는 이곳이 바로 공공 정책이 현실화되는 곳이기 때문이다. 그러나 중앙 정부의 거의 천편일률적인 성급한 조치는 정부가 지방 정부 간의 상반된 이익을 조정하는 일에 무능하며, 빠른 고령화 사회에 필요한 복지 비용을 재대로 이해하지 못하고 있다는 것을 보여주는 또 하나의 예였다.

Also, according to Lee, the proposal would threaten and substantially undermine local autonomy. He worried that the central government would usurp a great deal of power upsetting established political balances.
이 시장에 의하면 그 개혁안은 또한 지방 자치를 크게 약화하고 위협할 것이다. 그는 중앙 정부가 지방 정부의 권한을 크게 침해하여 이미 자리잡힌 정치적 균형을 해칠 것이라고 우려한다.

It is true that fiscally constrained localities may lack the capacity and administrative tools to pursue their self-defined visions, but unless and until much analysis and effects of the proposal have been discussed and carefully-laid, the central government’s hopes of combating budgetary concerns for local governments fall short of banal optimism.
재정적 어려움이 있는 지방 정부들은 자신들이 원하는 미래 계획을 추구할 역량이나 행정적 도구가 부족할 수 있다는 것은 사실이지만, 개혁안의 분석과 효과가 충분히 토론되고 신중히 계획되지 않으면, 그리고 그렇게 될 때까지는 지방 정부의 재정적 우려를 해결하고자 하는 중앙 정부의 희망은 흔한 낙관론도 보여주지 못할 것이다.

Looking back, the hunger strike, then, was the only reasonable alternative and a rational one indeed.
돌이켜 보면 그 때의 단식 농성은 이성적인 유일한 대안이었고 사실 합리적이었다.
