SEOUL — Wednesday marked two years since South Korean President Park Geun-hye took office, but her election promises remain unfulfilled, including her flagship policy of improving the country’s welfare system. Prospects also remain unclear in terms of economic vitalization. Saddled with low poll ratings, the president seems to be facing an uphill battle in managing her administration.

The head of the social policy team of a nongovernmental organization in South Korea, known as the Citizens’ Coalition for Economic Justice (CCEJ), which monitors the government’s economic policy, blasted the president by saying that the public feels they were lied to because she has yet to realize a single aspect of her championed pledges on welfare.

During an election campaign in 2012, Park declared she would spur on economic vitalization without raising taxes, make spending cuts and work out the welfare budget. Those words may have won her the election race, but an ensuing economic slump caused the government’s 2012 tax deficit of 2.8 trillion won ($2.56 billion) to rapidly swell into 10.9 trillion won by 2014.

Promises to expand the welfare system were pulled back one after another. A pledge that promised basic monthly pension benefits of 200,000 won for those 65 years and older was also adjusted to exempt those in the top 30 percent income bracket. Despite the change, carrying out the measure resulted in about 10 trillion won worth of deficit. One of her promises to make high school tuition free also remains undelivered.

For all the talk of “not raising taxes,” tobacco prices were hiked alongside changes to the year-end tax adjustment system. Since the start of the year, the opposition parties and media have been criticizing such moves as “veiled tax hikes.”

As South Korea faces a low birth rate as well as a rapidly aging population, welfare and tax system revisions have become a matter of national debate. Even the ruling Saenuri Party’s leader, Kim Moo Sung, said in the legislature on Feb. 3 that boosting welfare without raising taxes is impossible, adding that it was not good for politicians to use such language and deceive the people. For a top ruling party official, this was an unusual critique of the president. The opposition parties are already pressing for the implementation of campaign pledges by raising corporate tax as well as taxes for the wealthy to secure financial resources.

She also stressed the need to minimize public burden and find a way to shore up the welfare system. At another meeting of chief secretaries on Monday, she reiterated that economic vitalization is the state’s top priority.
